What is this Chip?

I have spent some time on Google look for what this chip might be. I get links to datasheets, but the links are nothing but a run-around. Does anyone know what this chip is or has a datasheet? I would really appreciate it!!

Ok I think you might be right, just wish I could find a datasheet for it!! But i'll i'm getting is a run-around while trying to find that datasheet!!
