Welbilt bread machine won't bake

I recently acquired a Welbilt HBM-100 bread machine with an unusual fault.
The baking element works during the rising cycle but it doesn't heat at all
during the bake cycle. I've checked all the soldering and it's fine, I've
also checked the pan and spindle thermistors and the resistance varies with
temperature and neither is shorted to the housing. Any ideas what could
cause this? I fixed a different brand machine by resoldering the heater
relay but in this case the CPU can obviously turn on the heater if it wants
to. Is there a service mode?
