weigh cells/area/metering system

hello everone

i have a situation on a machine i hope to build, basically it has weigh cells on a hopper, at the bottom of the hopper it has a electronicly controlled metering mechanism that meters the contents of the hopper out. to add to this it has wheel that travels along the ground as the machine moves that via a prox sensor gives a pulse reading to indicate the speed. my desire is to relate these three variables together (weight, speed and metering system cnotrol) in a way that i have some sort of control box with a facility to enter a drop rate (ie kg per m) and the control box would have the adequate software/hardware to calculate the actual drop rate (via the weigh cells) and adjust the metering system accordingly to acheive the desired rate.

any advice on how to do this would be much apreciated
