Is there a chip or circuit design or something which would
allow me to connect a USB interface to a linear CCD chip.

Yes, I'm still trying to work out the best way to build a

Why not just use a difraction grating and a web cam? All the interfacing
and hard parts are done for you.

You could use a flatbed scanner too. These calibrate at start and end of
scan against black and white strips; this would likely need to be emulated.
