Usb car radio

Hello,

I bought new usb car radio from ebay for 20$,
The only thing is that it wont work.
When I open the cover while conected to car 12V power I found 5v regulator hot and the Ic (front panel board) in the picture very hot as well.

Does anybody know this Ic ( A3900 in the middle of the picture)?
I would like to find the datasheet of it I believe whats written on it its not the full name.
I will be very greatful for any help/

The IC failure probably causes the regulator to overheat.
ESD failure or supplier sent a dud?
Although there looks like a solder splash on the corner pins near the black wire.

electrostatic discharge. is that your solder splash?

Yes I tried to clean the soldering but when power it again, still looks like short circuits from that chip.
