I have a 27" APEX tv (dont remember the model) and only 9month old, bought
in 2003 from Walmart. It suddenly not responding to the remote turn on or
at the tv turn on switch. A very faint noise (a series of short pulse of
smooth "shh" sound) comming from the back of the tv that indicates
something is trying to respond.

Any idea how to troubleshoot this and what particular components I should
pay attention to? Thanks in advance.

Sorry to say but that particular brand does not have manufacturer support
for technicial nor parts. Many retailers exchange these while under
warrenty. There used to be a web site at www.worldwideelect.com but I don't
know if it is viable or not.

You are pretty much stuck. If you have the experience in doing tv repair,
you can do the standard tv troubleshooting and might be able to make a quick
cost effective repair. If you have no training and experience, you pretty
much need to pay someone to have a look at it and give you an estimate. You
can go ahead and try and find an APEX authorized warranty station in your
area (not likely but try anyway). Even then the labor is out of warranty
and the parts may also be out of warranty.

Is it worth paying the money on a low end tv like that?
Typical average repair is $75 to $100 range for that size tv.

FYI given the total lack of the most basic information, model number, basic
voltage and waveform measurements, you probably need to at least pay for an
estimate from a qualified technician or decide to replace the tv set with a
little better brand.

Maybe the TV is hearing the "sshhh" noise and staying quite?
Either that or its been drinking.

Bin it.
