    I have a Panasonic tv model no Tc.-20b12, the tv does not come when the power switch is depressed. The voltage on the horizontal transistor is low 69V.

    first you have to check the power supply section. check the output transformer of the power supply. Trace the track to horizontal transistor. Check the driver transformer which is driving the the transistor and supported circuitry.
    If there is no EHT then change the horizontal transistor and see...
