    Just a guess:

When television was first being developed, most numbering systems weren't
zero-based. Numbering started with 1 until computer addressing and array
indexing became common. Most non-programmers still start numbering things

the rest, so they started with 2, and went up to 13. Twelve channels, either
way. Evidently it wasn't unlucky to be channel 12.

I understand that there *was* a channel 1 for a while, but it got
dropped to make room for radio services.
