Trying to figure out the problem on a drive thru sensor.

I have a friend that has a sensor (attached picture) for a drive thru and it's not working anymore. There is continuity on the cables and there's power but for some reason it's not working. The way the drive thru sensor suppose to work is that when a vehicle stops by the sensor it sends a audio signal inside of the restaurant. And it's not working anymore. I looked online and I couldn't find anything similar to this existing sensor. It looks like a really old sensor, we don't know the brand and I don't see a serial number either. Any suggestions in how to fix it will be appreciated. Thank you.

Hi Davenn, I don't know what the Conical tube is, what is that? Thank you for your help. here is a closer look.

Looks like a 2 way intercom.....maybe a speaker inside the cone.

There is already a speaker and mic above it, so that might be it. I expected to see a ground loop sensor buried in the driveway.
There is likely another sensor control board for it somewhere.
A picture of the receiver end would be helpful too.

since we still don't know what is inside that cone shaped bit ... it's really difficult to help
