What does it mean on the troubleshooting chart for dc electrical machines, that when the commutator brushes spark that this is caused by commutation windings defective.

it means there may be a shortcircuit across some of the windings leading to a higher current and that would cause more sparking than would be normal

Your saying the armature winding.might have a shorted winding

It might also be due to an open circuited winding. You could measure the resistance between segments or measure the resistance across the brushes. Usually, the faulty winding will be linked a burnt commutator segment.
