Hi there. your problem might not be this simple, anyway me mum's TV packed up a few years ago, i checked with a meter, no power beyond the primary fuse on the power board, surge or some thing i expect. This was a high breaking capacity ceramic cartridge fuse of the same value for replacement, but your problem might be more involved than that, the psu board or circuit is a good place to start. Remember there are dangerous high voltages in TV sets, that can kill the unskilled, or dont understand.
