Transistor´s heatsink is live.

I´ve check the transistor but is fine (this is a chopper tansistor
from a SMPS from a 15^ monitor) can the chopper transformer be shorted
to ground? How can I find out? I´ve red about ¨ring test¨ but some
of the equipment listed I do not have.
Is the only cause of this a short to ground? Can there be something
alse happening?

Yes, or if you accidently bump it with your knuckle while probing elsewhere
on the board, ouch indeed!

So the heatsink is live under normal condition. (Quite a surprise if
someone wants to feel for the temperatur. Ouch.)
