Is there a simple way of converting 8 pulses per revolution of a shaft to 24
pulses?
Between , 100rpm-600rpm varying?

I've tried using a PLL and a divide by three, but I don't have a dual trace
scope to see if it's accurate
It needs to be accurate and consistant over that rev range . (dynamic
balancer)

A PLL should work. Try listening to the input and output on a crystal
earpiece, you should be able to tell if it is working quite easily without a
'scope.

If you have a single trace scope, you should be able to look at both signals
on the same trace. Just merge the two through high value series resistor.

Is this, like going from 45deg resolution to
15deg resolution for free?!
