Teac DV 2000 DVD

Hi everyone,
TRying to mend a teac dvd player for a workmate,
The disc will load but will not spin,
can see the laser trying to focus , but display
comes up with 'no disc ' message.
All voltages from the power supply are as
according to the manual, the disc motor spins
up when disconnected from the mainboard and
tested with my meter probes,
the flow charts in the manual dont seem very accurate.
can anyone one help,

Step 1 with "no disc" - clean the lens.
Step 2 - see step 1
Step 3 - see step 2
Step 4 - replace the laser.
