This is an urgent question: I plan to work on a research which
studies the substrate noise impacts on RF circuits on the CMOS/SiGe
chip. Could any experienced guy recommend a program which can do

Ah, Google?? 5 seconds effort and I find Cadence has a CAD tool and
who most of the major players in the area.

If this is commercial research toward a product, use the former; if
this is academic research use the latter.
