I'm looking for a design and components for a low cost ($15-$25 or so)
solid state audio recorder/playback device that can store at least 15
minutes of good quality audio. The ones I've seen on the web only
record for a couple of minutes at the most, on internal memory.

Also interested to hear from individuals who would be interested in
    building a device for me.

Go to GoodWill or St Vincents and buy a used digital phone answering
machine. They usually have a "memo" button for recording and a
"playback" button. Might be exactly ideal, but they are usually only
    a couple of bucks.
