So Im Trying To Build This

Ok so I'm trying to figure out where to start to build this for a costume that has been commissioned from me but I have no idea where to begin.

Normally I would just buy from the guy who makes it but apparently he cant get parts yet because of the Japn earthquake.

If anyone could point me in a starting direction for this I would appreciate it.

I apologize. I am new to this site. It is just a changing LED display with a pre-programed format running on a 9volt battery.
