If the D layer of the atmosphere is charged at Daytime at is noit there at Nightime and Absorbs HF radio wave at noght.

When radio waves go throught it at night do they Hit the other layers and get sent back down?

Frequencies matter (as well as atmospherics).
Generally speaking, at night the layers move further away from the earth, and reflect
radio waves further distances back to earth. (Look up 'skip distance' in communications).
On a short-wave radio, you'll hear extremely distant stations at night, that you can't
pick-up during the daytime, because the reflecting layer is closer to the earth.
Anytime you want to ask questions like this, it's important to know the frequencies
you're wondering about, because they matter.
(They're called radio 'bands')
