Can you give us some idea of the context?

Do you mean a fuse on the secondary side of a power supply ("secondary fuse") whre the fuse has an UL listing? Context is important, as Steve noted.

i have an electronics device with a relay output and it says it should be supplied from an isolated transformer using a secondary listed fuse with a max current rating and min VDC rating

Sounds like they suggest you use a transformer with a fuse in the secondary circuit. Helpfully they list the voltage and current rating of that fuse. Do they, perhaps, have a list of possible fuses in the documentation?

yes max 3.3A min 30VDC. "listed fuse" made me wonder if its a special type of fuse

Listed is very probably short for "UL listed"
