S-Video to RGB Converter?

    My new quest recently has been to buy or build a remotely cheap converter
    so I can convert an S-video signal to RGBS, so I can plug it into the RGB
    inputs on my TV (through the SCART socket). I have 4 TV sets in my house,
    and they are all composite and RGB only (I know some PAL TV sets can do
    s-video through SCART, but mine *do not*!), which is quite a pain when I
    want to plug the s-video TV-out on my PC and don't want it to look like
    ass the way composite video does.

    I've searched the internet for something like that, but the only things
    I've came up with are profressional-grade converters which cost over $200
    - not *exactly* in my price range! They also do things I don't need, like
    converting composite to RGB, or converting composite or s-video to YUV.

    Basically, is there any remotely easy way to separate the colours and
    composite sync. from a Y/C signal? Any easily available IC's that do this?
    Any simple enough circuits on the web for doing something like this?

    Surely it can't be that hard a thing to do, taking into account that TV
    sets with s-video inputs have to convert it to RGB internally somewhere
    along the line. Are there some parts I could steal off an old s-video TV
    to do this?

    Any help would be greatly appreciated.
