if i sell a product and parts a, b and c don't come in RoHS compliant
forms, can i still sell to the EU?

if i change this to parts a, b and c exist but aren't reasonably
available for purchase where i manfuacture, can i use the leaded parts
and claim compliance?

I am afraid the answer to both of your questions might be "no".

No pun intended but it would almost be like telling the tax authorities
that you couldn't pay your taxes because the web access has become
shaky, you couldn't download the forms and the next book store is too
far away.

As Joerg already said, if a product has to
be RoHS compliant, it has to consist of
parts that are all RoHS compliant.

It is the final usage of the whole apparatous
that matters in deciding whether a product has
to comply. And there are numerous exeptions.
At least in theory. I've been asked to supply a
RoHS version of a product that is exempt.
Customer wishes ...

It is to be expected that the exemptions will
fall sooner or later. As soon as a manufacturer
is able to supply a product in RoHS, they will
use that as advertizing advantage, and sooner
or later the law makers can point to the
doablity and remove the exemption.
