In a nutshell I need to reduce a 14.8v battery to 9v. Its to run a cam that I mounted to one of my larger helicopters. Just dont want the weight of the 9v battery.

What's the current consumption of the camcorder?
A simple linear regulator 7809 could works. Depending on the current consumption of the camcorder the regulator will need cooling and you loose some energy in the regulator (Plost=(14,8V-9V)*Icamcorder).
A low loss solution would use a switch mode power supply module, ask Google, it will turn up sources gallore.
