Realistic STA 2100 - No FM output

Hello everyone. I am a new member and am restoring this reciever for my son. Everything works except I am getting no FM output. I have re capped the power supply, pre amp, main amp, and FM Dolby board. Also replaced all the VD- 1221 diodes with 1N4148s wired
in series. I feel the problem lies in the FM Dolby board. I get signal in the board, just no output. AM is fine. Any help would be greatly appreciated. I am attaching a pic of the board and a schematic. Thanks.

Wich set do you have?

I am so sorry! This is for a 2100d

No signal at 4 or 5. Signal at pins 25,26,8,10, 11.
No FM at all output to speakers. I have signal on pin 2 of IC204. Strongest at pin 3.
