When using this TV on AC Power (I don't typically use DC) and I touch
the internal antenna with my arm I get a very mild shock. This does
not happen when I use my hand. The only voltage I get from the
antenna is probably BOGUS because the only ground I have is the AC
system Neutral. For those wondering it is about 52VAC to NEUTRAL NOT
GROUND I do not have a ground at my outlet and my DMM leads are too
short to reach the outlet. I don't want to move the set right now. I
don't see any 60Hz noise in the picture or here any in the audio. I'm
not an electronics tech. In my field the closest thing to a TV set is
a PC monitor. I am a computer tech. I just want to know what the
problem is.

The voltage reading is almost meaningless without knowing the current. The FAQ
might have a procedure for you to use if you don't have a dedicated instrument
for it. It typically involves using a 1K resistor and a cap (can't remember
the value), and measuring the voltage drop across it to get a current reading.
