I have this rca model #f20532dw, that use to shut off & on,while just
watching tv. I could hear a relay clicking each time. It is now not
clicking or coming on. Seams to be completly dead. I checked the main
fuse & found relay rl101 not being turned on. I do not have any
schematics.

You're going to need schematics. You need to locate and monitor the standby
and run voltage sources. I've found "lazy"diodes over the years that drop too
much voltage and cause intermittent power conditions.
