Is it the case that two 12 volt zeners in series will act like a 24 volt
    zener?

    Thanks,

    Bill

Barring some minor differences in temperature coefficiant, forward
voltage and the wattage being doubled, it's the same.

Considering that the efficiency specs are very close this will work. If you
put them back to back you will have a bi-directional effect of the voltage
rating of the active Zener plus the diodes conductive loss. This is usually
    about 0.6 to 0.7 Volts.
