I am going to be using a small dc motor for a project. I need to be able to turn the switch on and I'd like for the motor to run for about 5 seconds and pause for about 15 seconds and repeat automatically. What do I need to use to achieve this?

You need a timer integrated circuit set to that 1:3 duty cycle and 20 seconds time on square wave and a transistor or relay driven by it to energize the motor.

With the transistor or relay being optional if the current the motor draws is <200mA and you use an NE555 chip.
