    Are the two circles on one side fans?
    Looks to me like a hand-wand for some purpose. Inventory control? Activate or deactivate reader tags?

    Wow - that's a lot of fans for a hand-held thingy - the phrase 'short controlled bursts' comes to mind - my guess would be a high magnetic field generator for degaussing or erasing something magnetic - maybe powerful enough to wipe a little hard drive? But that's a lot of buttons (6) for something that simple - a close-up of the button labels would be helpful. This is fun - should have a category in the forum for 'name that thing'. :)

    I can't tell size. Does it look like it could fit over your finger? Blood pressure monitor?

    Upon a bit more scrutinizing I see it has a speaker - to go 'beep' when it's done doing something, detected something or made an error. I find nothing on the net - most likely a small-run beta-product now obsolete or abandoned. I don't think you are going to get a definitive answer wihout having a look at its guts (words/numbers on a circuit board). Another possibility... defect/occlusion/void detector for sheet metal - maybe something to do with bad welds - essentially an eddy-current consistancy meter. I'm giving up - good luck!
