Problem with 7 segment display and CD4055

So I bought a CD4055 to be able to work with a 7 segment display and Im having the worst time with it. I cant get it to work as it should. No consistency at all, voltages are not crisp, etc

So initially I just connected VSS and VCC and toggled the inputs. No dice. Then I tried hooking up Vee and DF pin, but still no dice.

Problems are many. Like I said no consistency, as in Ill toggle the inputs and I wont get the outputs as I would expect them to be. Crisp voltages are another problem. When the outputs do toggle, sometimes they hit 4.7, sometimes 4.2, sometimes 2.8, and never truly ground

No clue what to do here. Ive checked all the connections. Driving this all with a 5 V supply

Do you have any floating inputs? (i.e you must ensure all inputs are tied to valid logic levels)

This may seem like a silly question, but you are using an LCD are you? The voltages needed to drive an LCD alternate constantly over a relatively small voltage range. I don't know the details. But you shouldn't expect the segment and digit output pin voltages to remain stable.
