Power problem with Toshiba Satellite 1715XCDS laptop

I have a Toshiba Satellite 1715 XCDS. When you plug the AC power
supply in both the Battery LED and the ON LED flash rapidly green.
Both flash. The computerb will not power up on either battery power or
AC power. I have tried taking the battery out and run it on straight
AC but both LED's still flash.
I suspect that this is some sort of error code but can't find link to
description.
Any help would be appreciated.

Suggest going to Toshiba's web site and download all pertinent info, plus
