What gage should I run 250 Ft over head to a to feed an 8 zone expander
card. There I want to feed 2 PIR and two door switches.

16 X 3 conn.

18/4 messenger cable with PVC or Neoprene jacket.

I'd choose 18AWG but I'd also consider what the manufacturer requires for zone
expanders. Some recommend twisted pair, others twisted shielded pair...
Considering the distance involved I'd lean more toward the latter as you're
probably going to be following an existing overhead run that just might included
110 or 220 VAC. Without knowing more about your application, we can't provide
more specific information... Panel type & Manufacturer would definitely be a
good "starting point"...

For the power supply use some 18 gauge..
but for the data use the normaly used wire as specified by the manufacturer

I am a little lower then that, Cable TV and Phone. across the street to a
storage building with no power.

If you are stringing wires across a public street, you'll need to get
approval from your municipality.

We are the Municipality. This is from a Museum to a storage building next
door. across our parking lot.
The traffic dept is running the cable for us.
The government owns both buildings.

I would use Stranded wire though, It will hold up longer with all the
movement from being overhead. Solid would be more likely to break.
