    Of course not.
    A variable inductor varies its inductance.
    A potentiometer varies its resistance.
    Guess what a variable capacitor varies?

    If you give 'potentiometer' its broadest definition then it's a 'means for adjusting an EMF'. In principle you could use a tapped/variable inductor (or capacitor) to do that; but generally a variable resistor is used.
