I hope this is a good place to ask.
The mini stereo is an Aiwa XR-M25. I have read that I need an amplifier and only that, to play movies/music from my PC.

If I wanted to replicate the quality of the XR-M25, does this one do it?

the unit will provide stereo quality sound, that is left and right channels and not anything from surround sound range. the typical chord out is a 3.5mm jack and that will have to go to 2 rca plugs to get the lef/right channels.
this is for sound only. if you wish this to go to your tv then you will have to unplug it and plug it into your tv using rca plugs from the av out.
I have a system here at home where I plug a laptop into my tv and use the output from the tv for the home stereo. the reason I point this out is your title says pc/tv so I assume you want both.
also this is more for elctronics, the design of items etc not so much for a guide to buying specific appliances, however I hope this has helped you on your search.
