pin diagram

I am new to PCB design. I have attached the pin diagram of the chip I am using. It is LMT84 chip from TI. Could anybody please clarify these questions,

1) What is the size of the SMD pads? Is it 0.5 x 0.3 or 0.5 x0.15? What does (0.30/0.15) mean?
2) Also what does the dimension 2.15/1.85 and 1.40/1.1 mean?
