    what is the full form of PIC and what does 16F628A indicates

    The PICs are broken down into many categories. That name specifies precisely which PIC it is. Some of the same PICs have more or less pins, some have more or less flash and RAM. With the number you posted, that's how you can find out exactly what you have.

    please i want to study the pic micocontroller please how can i go about it. that is the software to use and other related issues

    Download the MPLB IDE and obtain a Pic programmer and off you go.
    Rafts of information on the Picmicro site, including code examples.
