Since the blank PIC doesn't know the type and configuration of its clock
until its programmed with that info, does that mean that a crystal or EXT CR
need not be present during programming?

TIA.

That's right. The clock required for programming comes through the PGC
connection from your programmer.

The question was a fair way off the OP's - should've been a new topic
really =].
