There are many out there I am sure but here is a simple
parallel port one together with its driver -

Google it!

As important as the hardware programmer is the software you're going to
be using.. These links may help;

http://www.ic-prog.com/index1.htm for the software (is very good).

And try a JDM programmer for starting out;

http://www.olimex.com/dev/pic-pg2c.html (schematic there)

Be aware that some of these programmers just won't work properly. The
one above will program 16f628A's just fine, but 16F877A's it just isn't
happening. Is likely RS232 levels causing it.

You really need something like this if ironing out the unknowns;

You might want to check out the Olimex PIC-MCP-USB from sparkfun.com
in Colorado at about $87. Will do all DIP types up to 40 pins except
17000 series and is meant to be compatible with the PIC Start+ from
Microchip. As new versions of PICStart+ come out, free firmware
upgrades are available at the Sparkfun site. Runs seamlessly under
the MCLAB IDE software, available free at the Microchip site. Runs on
40 pin ZIF socket. USB power, no external power supply needed. ICSP
header and cable provided.
