Alex,

There is a PAL version of the ATI TV Wonder. It does not work with PAL-M and
PAL-N, as used in South America. There is also a TV Wonder VE. I did not lok
at that. I did not spend a lot of time at www.atitech.com , but think the
PAL and NTSC cards are physically separate cards. Somebody else might make a
combo card. A PAL card would be something you would not find in a local
store, but I think you can order directly from ATI.

Have a look at Haupppauge
http://www.hauppauge.com/pages/products/data_350.html
for example, give them a ring and ask if that 350 model wil lrecord PAL.
Because it is also available here as USB version I think.
Expensive though (199$), there are others.

Probably not even that, My ASUS does any standard, you can just select it
in the menu.
This is probably so they do not have to make 2 versions.
It auto-detects too I think.
Any Philips chip you can buy does NTSC and PAL it seems.

If it is a digital one then it is DV format (sort of like jpeg pics for each frame).
So, now about the capture cards.Thre are hardware mpeg2 capture cards available
now that should handle the interlaced video (DVD is also interlaced) so no need
to change anything (but of cause check it is PAL capable!).
Then there are 'TV cards wit ha digitizer, that output YUV directly, or, if
you select a codec (talking windows now) a compressed format such as DivX (as a
Avi stream).
Most common used program in MS widows circles is virtualdub (free), you can
do some cutting with it (there is a mpeg2 version).
Anyways if you get a mpeg2 card it will likely come with capture software,
some DVD players do too.
In the worst case you need 3 cards hehe, one firewire, one mpeg2 hardware,
and one (TV)digitizer type...
So, you work it out, best is to ask in rec.video.desktop 'which is the best card',
so many people so many opinions, I am not venturing there.
I digitized my VHS with the ASUS VT7700 I think it is, in MS win, directly in DivX,
325x288 (so that way you do not have to de-interlace).
This cause a bit of quality loss, but the videos were already pretty worn out..
Still in DivX I can get one hour on a CDR at 1500kbps with good quality.
And no wear and tear as with the VHS tapes.
If you seriously go DVD, try 640x480 interlaced, as it is a DVD standard,
and use one of those hardware mpeg2 encoder cards.
Lets us know how it worked out too please.

This is an older HI8 camcorder. An S connector is the best I can do. At
least if I get the TV Wonder, I can also watch live TV, or record it
digitally. I have a couple of other projects. So, this is not immediate, but
everything should work with the ATI 9600 video card. I was figuring on 640 x
480, since that is idealized NTSC (The 640 part is wishful thinking).

I did not see these, but a search on www.cdw.com on "video capture" or "TV
capture" brought up external USB units by ADF and ADAPTEC that claimed NTSC,
PAL, and SECAM. Price range was about $90 up.

Depending on how they do it, they may need a different crystal for PAL. I
seem to recall their color subcarrier frequency is around 4 MHz, instead of
~3.58. At any rate, these crystals are dirt cheap.
