Need some help

I bought a mini n-64 retro pi looking thing off of a cheap chinese website as a present for my brother. It turns out that the av is broken for it. I'm not sure if its the cable itself or the port. I was wondering if i could just swap out the av port on the pcb with an hdmi output instead? Or should i just replace the port and/or cable?

Checking with a second cable that is known to be good is imho the least expensive test you can do.
If the second cable works, you know the fault is with the first cable. If not, try replacing the port on the PCB, which will probably be a bit tricky.
Sometimes it is best to destroy the old part (here: port) carefully and removing it in parts. Then clean the pcb, especially the pads. Check for any broken traces which might need repair, then solder a new port onto the pcb,

You may already know this, but here goes nothing anyway...
Many devices these days contain some CMOS (static-sensitive) components.
If you go the port-renewal route, earth (ground) soldering iron (or use a suitable station / LPG gas-powered iron, use wrist-grounding strap.
