My 9600 system is not currently being monitored, can the panel be programmed
to call a cell phone when an alarm is activated? Using Quickloader for
Windows to program.

Yes it can Tom.
Just fill in your mobile phone number into telco 1.
Then, choose 'Ademco Slow' for the reciever format (so you can hear the
blips on your mobile and then you can hear which zone has tripped).
Then, select the option for 'Disable wait for handsake' in CS settings.

Nifty! :)

There's a relatively inexpensive alternative which, while not as good as a
monitored system, would still be better than the proposed solution.

Computer a little slow tonight?? :))
