Not enough information. Make? Model?

I suspect that the MOSFET (?) drivers in your treadmill controller are
shorted, or perhaps the tacho feedback has failed. In any case, your
post indicates that you probably do not have the requisite expertise
to effect a repair.

Contact the manufacture of the unit and order a new board that has the
motor controller on it. Those are board level repair and very few
treadmill makers have component level schematics available.

As far as repairing the board I have tried the
manufacturer,National Gym Part and Sportssmith they
all say that they do not work on a board this old.A
new one is about $350.I buy and sell used fitness
equipment, this comes up all the time and I need to
learn to fix problems such as this that are common to
treadmill controllers.I paid $5 for this unit either I
will fix it or it will go to the dump.It is a Precor
9.1.I had parts off a Precore 9.2 that I paid $8
for.The 9.1 would not do nothing at first.I noticed
where the circuit trace had melted right where the AC
power entered the board so I fixed that and took the
rectifier(I think)off the 9.2 board and exchanged it
for the one on the 9.1 board. Now it starts up and runs
for a second like I said then stops
