The difference seems to be that the two countries use slightly different
versions of PAL. Netherlands uses PAL(B) and South Africa uses PAL(I).
The video part of the signal is pretty much the same, but the audio
carrier is in a different part of the channel. PAL(B) has the audio
carrier 5.5 MHz from the bottom; PAL(I) places it 6 MHz from the bottom.
So the Netherlands recorder properly records the audio, and properly
reproduces it - but at the "wrong" place in the channel, as seen by your
South African TV.
Unless there is a switch on the front of the VCR, I don't think there is
anything you can do that wouldn't be more expensive and
poorer-performing than simply buying a new VCR. For example, you could
design an external circuit that would extract the audio carrier, change
its frequency, and reinsert it - but what a kludge!
