Making an IONIC Breeze like device

I'm at the beginning stages of designing an electrostatic aircleaner like
the IONIC Breeze. I'm wondering about a few things though. What is the
ideal voltage? And are they using earth ground for the collector because
they show someone removing the collection plates and cleaning them and they
don't get a shock.

I imagine you just use a voltage multiplier circuit for the positive
charging grid.

Does anyone have any input on this?

The ads for those devices proudly show their patent number. Use the US
patent office site to download a copy of their patent for drawings and technical
specs.
