Hi, I am wondering if anyone has any circuit designs or knows of any
websites about building your own telephone exchange, like the ones
    businesses have.

Second hand equipment is generally inexpensive. But if you
really want to "roll your own" you might start by building
an emulator that applies the correct voltages at the
right impedence and provides a ringing voltage.

Now this presumes you're talking about a POTS.

If you're talking about a digital system, and that's
what's being sold these days, then you're in for
a pretty good adventure, and the more features you're
looking for the more complex the whole thing grows.
