You didn't say what amperage you needed, so I drew up a 3 amp supply.

You also need to spec amperage. 200 mA or 200 A?

Presuming you're a hobbyist or otherwise looking for an inexpensive
one-time (or very small volume) low current solution: get (or scrounge
from the junk pile) a 5 or 6 VDC wall wart and wire it to a DC-DC module
like http://www.mpja.com/productview.asp?product=2308+PS

It's probably not optimally efficient but it's a cheap plug-in solution.

Thanks Guys,

I didn't mention amperage because I driving a couple IC logic chips, so I
figured it wasn't that important. What I am trying to make is a very CHEAP
water detection sensor.

I have the schematic for one at work, but it seemed like over kill. I was
thinking that I could use a gate IC to activate a buzzer or the relay to a
pump. (both of which I found kits for).

Get an old PC power supply, it has 5VDC.
