Hi. I live in a basement apartment with few windows in a city with
very little sunshine (Vancouver, BC). I'm wondering what the most
cost efficient lights I could get without that arent harsh on the eyes
    (like flourescents). Any suggestions?? TIA...

Very good fluorescents. Like F32T8 lamps with a color rendering index of
80 or better (such as GE SPX30's or Philips "ALTO 830", with a good high
frequency ballast so it won't flicker at all, and either won't hum at all
or the hum will be very quiet. The lamps are about $3 each (USD) at Home
Depot and last about 20000 hours, and the fixtures are not all that
expensive but don't let them sell you a $10 fixture with an "electronic"
    ballast. I bought a commercial 2-lamp fixture with a wrap-around shade at
an electrical supplier for about $30 and have been very happy with it in my
    kitchen.

    Best regards,
    Bob

In addition to using good-color fluorescent lamps as mentioned above, apply
the lamps properly. "Harsh" lighting, which I assume means glaring and
uncomfortable lighting, is usually the result of seeing the surface of the
fluorescent tube which is much too bright to look at directly. Hide the
lamps behind shields or baffles -- white construction board or furniture
works. Go for indirect lighting bouncing off light-colored walls or
ceilings. If your rooms are the usual 10 x 12 feet or larger, you'll need
the light from 3-4 lamps to produce a daylighted look. As a bonus, indirect
lighting makes a room look more spacious.
