Lighted LED base repair

Hello all,

I have this lighted LED base for a crystal display that belongs to my mother. Last year one of the LEDs stopped working and then the other 2 changed behavior.

Originally it slowly changed colors but now just the red and green LED's stay lit and the green one gets a little dim and comes back.

I am wondering if this would be possibly a bad LED or could it be something else.

I was thinking of buying 3 replacement LEDs but it doesn't seem like there is anything in the circuitry that makes them blink slowly and it's the LEDs themselves that have the blinking circuitry built in.

I think the black blob is the 'driver'.
If the leds stay lit, this is not turning the current off. Bad news !
The leds work so are OK.

Testing with a multi meter the current to each LED slowly cycles between 0.8 VDC and 2 VDC. The non-working LED also gets this current so I would assume the blue LED simply went bad. Would I be correct?

You did not say anything about a blue led. You should take it out and test it and replace if faulty.

Temporarily tacking on a led of any colour will determine if the circuit is working.
