Li-ion charging circuit protector help

    After making a complicated circuit (well for me atleast) to trip a relay circuit to avoid over discharging li-ion batteries, i have found myself in need of a similar circuit for another portable speaker (i am currently thinking a 4S system and the draw should be no more than 2 amps) I know there are premade models such as:

    My questions are on the charging side of this circuit.
    Do they accept a wide input voltage or will i have to regulate the input voltage closer to the 16.4V?
    Do they balance charge the cells as well?
    And finally are they worth it or am i going to be left with a pile of smouldering electronics and a sad look on my face?

    I have tried but i am unsure whether it is a language barrier or if they are just a bulk seller with no real knowledge of their stock but i cannot get the information i need.

    It is not clear at all to me whether this interracts with a charger or includes the charger.
