Not sure of the question, but simply buy an Arduino, The free Arduino IDE has it's limitations but it's the perfect introduction to C/C++ programming.

You should buy arduino board (mega or uno), some sensors of your choise, breadboard and basic components like resistors, common IC, capacitors. You can get kits like this everywhere.

Using the clone versions of Arduino from Ebay etc will save you some bucks. Many sensors and associated parts available there also.
IDE is free.

If you already have a decent assortment of electronic components on hand like resistors, capacitors, transistors, LEDs, switches, potentiometers, etc, just buy an Arduino Uno.

If you don't, you might get a kit, such as this one by Vilros. Elegoo offers similar kits, and I imagine other suppliers have them, too. The Vilros offering comes with a very good instruction book filled with exercises and general electronic info.
