I have a View Sonic VE170m with the back light flashing on for just a second
    when first turned on.
I have the monitor apart and wondered if there is a way to manually turn the
    lamp power supply
on or if there is a common problem with these monitors?

The lamp inverter, and back lamps must be replaced to properly service this.
ViewSonic may not sell the parts to the end user. You will have to send them
the monitor for service. Considering the value and age of the monitor, this
repair may be worth the cost. You will have to decide on this one.

Either the lamp or the inverter has failed. Replacing the inverter is easy,
the lamp requires patience and steady hands but it can be done.
